This is a special status that applies at EU level to people who have fled the war in Ukraine. It is available to all who lived in Ukraine before February 24, 2022 and arrived in Luxembourg after February 24, 2022 or shortly before.

Temporary protection applies to persons displaced from Ukraine who suffered as a result of the military invasion of the Russian armed forces, and comes into force on February 24, 2022, because this is the date of the beginning of Russia’s war against Ukraine. The relevant status applies to citizens of Ukraine who belong to one of the following categories

  1. Citizens of Ukraine who lived in Ukraine until February 24, 2022;
  2. stateless persons and citizens of third countries, except Ukraine, who have been granted international protection or equivalent national protection in Ukraine until February 24, 2022;
  3. family members of the persons referred to in paragraphs 1 and 2, regardless of the nationality of the family members.
  4. stateless persons and citizens of third countries other than Ukraine who can prove that they have legally resided in Ukraine until February 24, 2022 on the basis of a valid residence permit issued in accordance with the legislation of Ukraine and who cannot return to their country or region of origin in safe and durable conditions.
  • husband / wife of the person;
  • unmarried minor children of the persons referred to in paragraphs 1 or 2, or their spouse, regardless of whether they are legal, born out of wedlock or adopted;
  • other close relatives who, at the time of the mass resettlement of displaced persons, lived in the family center and who were wholly or mainly dependent on the person referred to in paragraphs 1 or 2;

Exclusions:

  • persons in respect of whom there are serious grounds for believing that: they have committed a crime against peace, a war crime or a crime against humanity, as defined in international instruments designed to settle such crimes;
    they committed a serious crime under customary law outside the Grand Duchy of Luxembourg before they were adopted as
  • persons who have temporary protection;
  • they were guilty of acts contrary to the purposes and principles of the United Nations;
  • persons if there are reasonable grounds to consider them a threat to national security or if they have been convicted by a final sentence of a particularly serious crime that they pose a threat to the Luxembourg community.
After registration, Ukrainians with temporary protection status must obtain and keep several important documents. These documents give Ukrainians who fled the war in Ukraine the legal right to stay in Luxembourg. They also give them the right to work in Luxembourg, the right to travel within the EU, and the right to return to Ukraine for a short period of time with the possibility of returning to Luxembourg.

1. Document of registration in the commune

The first document that every Ukrainian who arrives in Luxembourg is a document of registration in the commune.

Persons arriving from Ukraine must report to the commune administration at their place of residence in Luxembourg to file a declaration of arrival, which can be done at the latest after obtaining temporary protection status.

Keep the original. You may need a copy when applying for a job, for children’s school or other public services.

2. Metricule

A document on a blue paper with a photo, which every Ukrainian, including children, must receive after registering with the Ministry of Immigration.
Be sure to keep the original. This document contains your personal ID number. This is your “passport” in Luxembourg. It is required to be presented in hospitals, public institutions, for employment, a copy is needed to the commune and for the child to school. For crossing borders and returning to Luxembourg.

3. Medical Attestation Document (Attestation)

It is a mandatory document without which it is impossible to find a job or legally stay in Luxembourg.

Every person arriving in Luxembourg undergoes a mandatory medical examination, including every child. The examination includes a blood test and a fluoroscopy for adults. For children – a mantle (or blood sample).

Keep the original, a copy may be required for school or employment.

4. Document on passing all institutions

After the visit to the Ministry of Immigration, it is recommended to keep the document with the stamps of all institutions in one place.

This document is in two languages (Ukrainian on the one hand and English on the other). It contains the stamps of each institution where you were registered when you received temporary protection. These include: the stamp of the Immigration Department, the Police, the Social Service – ONA, the National Reception Office, the Department of Health, the Ministry of National Education of Children and Youth.

It is recommended to keep the original.

Temporary protection status entitles the respective persons to work in Luxembourg.

Temporary protection beneficiaries are exempt from applying for a temporary work permit and are therefore free to access the Luxembourg labor market without the need for a special authorization as long as their temporary protection certificate is valid.

Once they are officially granted temporary protection status, interested persons can also register as job seekers with the National Employment Agency (Agence pour le développement de l’emploi – ADEM). Recipients of temporary protection status can contact the ADEM by email (info@adem.etat.lu) or by phone (+352 247 88888).

Employers wishing to hire persons registered with ADEM may contact the ADEM Employer Unit directly (+352 247 88000; employeur@adem.etat.lu).

For everyone who has received a CNS card or Temporary Protection Status!

– You have to make an appointment with a family doctor yourself through the website and get a referral to a
specialist (the doctor you need) from your family doctor (General Practitioner).

– After the appointment, you do not need to pay the invoice, you collect all the bills and bring them to ONA on
the day of your mandatory appointment, which takes place every month.

– If you have paid bills without having metricules, you can apply for a refund at Ministère de la Santé:

– Pharmacy: The state covers up to 80% of the cost of medicines if you have a CNS card.

– If you have paid your bills with a metricule, you need to contact the CNS and they will refund the money
to your account!

After being placed in an initial reception center, people under temporary protection can be relocated to dormitories or families.

Rent

To rent an apartment for a long-term period, you need to be a resident of the country. In order to conclude a contract, you will be asked for a deposit, usually this amount is equal to two or three months’ rent + you will need to pay the first month in advance + an agent’s commission equal to one month’s rent + 17% VAT.

The agent’s commission is paid before signing the contract, as well as the deposit + 1 month’s payment in advance.

Contracts are concluded for at least a year. If the contract is not terminated by you 3 months (working days) before the end of the contract, it will be extended for the period specified in the contract.

Before signing the contract, carefully check the condition of the apartment, the owner will conduct an inventory with the help of an agent and you will have to make sure that the damage caused is your own doing.

You have the right to terminate the contract early without consequences if you leave the country.

If you have caused damage to the property, an amount equal to the damage will be deducted from the deposit.

The agent is at your disposal during the contract and you should contact the agent for all questions related to the apartment.

You will have to pay for rental property insurance, so be prepared to find an agency and have an extra amount for this expense.

The landlord asks the tenant for proof of solvency (recent pay stubs) and an identity card.

It is important to know that, by law, the maximum amount of rent per year cannot exceed 5% of the total cost of housing.

Rent is paid one month in advance (utility bills are often included in the rent).
The monthly rent often already includes hot water and garbage collection.

There are more than 80 kindergartens in Luxembourg, half of which are located in the capital. They can be divided into three categories: private, municipal kindergartens under the Ministry of Family. Most often, kindergartens admit children from 3 months to 4 years old (from the end of maternity leave to the official age of admission to school).

Municipal crèches/kindergarten Service des crèches et garderie municipale

Priority is given to children whose families reside in Luxembourg or whose parents work full-time. The price of a kindergarten depends on the family income (this criterion is also used to calculate the state’s assistance in the service – Chèques Service). There are four municipal kindergartens and one day care center in Luxembourg City. Most often, children can stay in such institutions only for half a day, in the morning or in the afternoon – this is discussed with the kindergarten staff. The minimum number of visits is 3 days a week.

Nurseries/kindergartens that have an agreement with the Ministry of Family accept children who need special care before socialization (disabled children, children with developmental disabilities). Most often, they operate without national holidays (in August) and are open during school vacations.

These facilities have different prices (depending on conditions and location), and most of them participate in the Chèques Service system. It often happens that there are no vacant places in a kindergarten, so you need to “get in line” in advance.

Children from Ukraine have the right to access the education system under the same conditions as Luxembourg citizens.

The Ministry of Education, Children and Adolescents (Ministère de l’Education nationale, de l’Enfance et de la Jeunesse – MENEJ) provides information on the Luxembourg school system and helps to find the right class and school for a particular child.

Before children who come from Ukraine can go to school in Luxembourg, they must undergo a medical and social examination organized by the Health Authority and the Social and Medical League.

Adaptation classes

If a child does not speak any of the official languages of the country, he or she is placed in an adaptation class, where the training continues for one year. During this time, the main focus is on French. The adaptation class program includes five subjects: French, English, and Luxembourgish, as well as math and physical education. After the adaptation class, it is possible to enter a regular school.

Features of education:

– In primary school, a five-point grading system (A, B, C and D tests)

– the main document of success in primary school is the bilans intermédiaires – interim results of the dossier with marks, which are shown by the teacher to parents at a personal meeting at the end of the 1st and 3rd semesters of each school year.

– At the end of each cycle (six-year primary education is divided into 3 cycles of 2 years each), a cycle summary dossier (bilan de fin de cycle) is issued.

– Lyceums have a 60-point grading system.

Primary school (6-11 years old)

Any child who has reached the age of 6 at the beginning of the school year must go to school. The main disciplines of primary education are German, French and Luxembourgish languages, mathematics, geography, history, and science: natural science, information technology, art and music education, physical education and religious education.

In many communes, after-school care centers (Service des foyers scolaires) are organized at the school, where children up to 12 years old can go. This service is particularly relevant for parents who work on days when school is not in session.

Driver's license

As part of the “transport visa-free regime” signed on June 29 between Ukraine and the EU, Ukrainian
driving licenses will be fully recognized in the bloc.
Thus, Ukrainians will not need to change their license or take additional exams for the entire

Transportation

Public transportation is very well developed in Luxembourg. All types of public transportation (second class) within the country are free of charge. Public transportation in Luxembourg is buses, trains, trams, and a funicular.

Rail lines connect the largest cities and towns in the Grand Duchy and form the basis of the of the public transportation network. Luxembourg is very well integrated into the international rail network and has a large turnover of international network and has a high turnover of international trains.
